About the Team
In the European Union the GSMA represents more than 100 mobile network operators providing 457 million unique subscriber connections across the region. We use our combined expertise to give the mobile communication industry a single and powerful voice. GSMA Europe’s primary objective is to support our members’ efforts to advance their collective public policy interests at the European Union (EU) level by effectively informing the public policy debate on areas touching mobile.

The GSMA Europe office coordinates the efforts of the GSMA and its members to effectively inform the public policy in Europe on policy and regulatory developments that impact the mobile industry.

Central to this task are the Operator Expert Groups, which are composed of public policy and technical experts from our member companies. They are responsible for monitoring relevant policy and legislative developments, identifying priorities for the mobile industry, and developing and communicating consensus positions on these priorities.

The Policy Group Europe plays a key role in GSMA’s governance structure as the bridge between the Operator Expert Groups and the Public Policy Committee of the GSMA Board. It consists of the senior public policy representatives of our main member companies in Europe.

About the Role
You will manage public policy work within the GSMA Brussels team through the effective communication of the GSMA public policy positions, in particular - but not exclusively - on cyber-security, privacy and data protection. 

You will work with the GSMA members to understand their perspectives on key policy areas, assist in the development of clear policy priorities. One of your key responsibilities will be to lead proactively in the policy debate and exercise judgment to propose and steer a course on message alignment and delivery that reflects the consensus but maintains a credible and positive contribution to the debate. 

You will contribute to the GSMA policy positions by writing and editing position papers, policy briefings, public consultation responses, letters, presentations, leave-behinds and proposed amendments. Furthermore, you will develop and frequently update supporting material that supports our core and key points including studies, examples, arguments, info graphics and statistics. You will be responsible of ensuring that all internal papers and external facing communications are clear, accurate and coherent. 

You will provide systematic monitoring, analysis and dissemination of political intelligence to inform GSMA’s policy and advocacy work. This also includes identification of policy and legislative milestones and other advocacy opportunities to ensure we anticipate developments and use them effectively as hooks and opportunities to deliver our messages. 

You will represent the GSMA at internal and external meetings and events. Amongst your other responsibilities will be organization of events, supporting both our advocacy work and our efforts to position the GSMA as a thought leader and constructive contributor to the policy debate in Brussels.

You will provide expertise and Brussels based support for the GSMA programmes. You will also educate and inform colleagues in other offices on developments at the EU level that impact the mobile space.

About You
Your professional background is ideally in public policy, regulatory affairs, economy, or similar with the focus on telecommunications/digital industry. You have a strong understanding of our industry’s strategic advocacy aspects and can demonstrate excellent knowledge of the EU decision-making processes, as well as of the EU policy issues and their context within the mobile communications sector. You are familiar with security and privacy regulations on the EU level.

You are a native English speaker or have a professional English proficiency, with experience in professional writing and communications.

You are highly organised, but flexible when necessary, with a strong attention to detail. You are able to prioritise and adapt to a high pressure and international work environment. You are able to work independently as part of a global team.

You have experience of managing stakeholder relations. You can demonstrate a record of success and “delivering” in a complex, challenging environment with internal and external stakeholders.

You may have worked in a trade association before, are used to international environment and are willing to travel internationally.
